Zelenskyy Calls for EU to Utilize Frozen Russia's Funds for Ukraine's Military Support

During continuing summit talks, Volodymyr Zelenskyy has pressed European Union leaders to activate measures using immobilized Russia's resources to fund Ukrainian defense operations "without delay".

Urgent Action Required

Speaking to EU delegates in Brussels on the summit day, Zelenskyy highlighted the crucial requirement to entirely utilize Russia's assets for the nation's protection against ongoing military action.

"Whoever postpones this resolution is not only hampering our defence but also slowing down your own progress," he declared, vowing that Ukraine would allocate considerable resources in acquiring EU-made weapons.

EU Loan Initiative

EU leaders are presently considering proposals to finance an interest-free financial package for the country secured by Russia's central bank resources, which were frozen shortly after the full-scale invasion.

EU commissioners has proposed a substantial financial non-interest package, with potential mandates to prepare detailed legal frameworks seeking to conclude the arrangement by the end of the year.

International Responses

Moscow has described the proposal as "appropriation" and has sworn to pursue any persons or countries deemed to have seized Russian funds.

The Belgian government, which holds €183 billion at Euroclear, representing the majority of all Russian state holdings within the European Union, has voiced reservations about the proposal.

"When you want to proceed, we will have to proceed collectively," commented Belgian Prime Minister, stressing the requirement for guarantees that all European nations would share the expenses if the Russian government sought to retrieve its assets.

International Collaboration

Approximately 33% of Russian state holdings are held beyond the EU, including in Japan (€28 billion), the United Kingdom (27 billion euros), Canada (€15 billion) and the United States (4 billion euros).

Recent Measures

Earlier, the European Union approved its nineteenth package of restrictive measures against the Russian Federation, addressing LNG for the first time.

This action was subsequent to comparable measures by the US, which implemented sanctions on Russia's major energy firms, major Russian enterprises.

Confidence in Resolution

Notwithstanding persistent disagreements over the reparations package, various leaders demonstrated assurance in attaining an accord.

"During these discussions we will take the political decision to ensure the financial necessities of Ukraine from 2026 to 2027," stated a leading EU official, labeling the pending issues as "procedural matters".

The Latvian prime minister commented that an accord on the assistance would bolster the Ukrainian president in any possible diplomatic discussions.

Peace Considerations

The Ukrainian leadership has downplayed information of a 12-point resolution proposal that emerged previously, suggesting it was the work of "supportive nations" seeking to pre-empt "a proposal from Moscow".

Zelenskyy highlighted that the Russian government has shown no indication of wanting to terminate the conflict, referencing recent strikes on non-military locations.

"Increased sanctions on the Russian Federation and they will participate and negotiate and I believe this is the approach," he concluded.
